Shopify App for shipping rates & fulfilment

I'm looking for someone who can create a Shopify PUBLIC app that will fetch shipping rates and handle fulfilment.
Get Shipping Rates:
I need the app to call an endpoint with the customer's address, which will return a list of delivery services with fees and ETAs. From these delivery services, the available delivery services must be shown to the customer as a delivery option with the fees & ETA we provide. The unavailable delivery fees will remain disabled.
Customers can either choose one of these delivery services or a shipping option provided by the store. If the customer selected a delivery service I showed, those orders should have a flag to display that the shipping type selected was on-demand.
Fulfilment App:
If a store receives an order where the shipping type is on-demand, I need the app to send specific details of the order to my endpoint.
This is much more straight-forward but it's all dependent on the feature above.
