Public Shopify App: delivery and return

I am looking for a talented freelancer to develop a public Shopify app with features that enable delivery and return of products ordered online. Specifically, I require the tracking of shipment information, automated return labels, and customizable delivery options. The exact programming language to be used is of no preference as I will leave this decision up to the freelancer.
