Custom Shopify Development: Implement Admin-Approved Document Download Request Flow

I am looking for a skilled Shopify developer to modify the existing functionality on my B2B e-commerce site, which sells chemical products. Currently, users can download TDS (Technical Data Sheets) and SDS (Safety Data Sheets) directly after signing up or logging in.
New Flow Requirements:
Change in Download Process:
- Instead of allowing immediate downloads after login or signup, users must place a request to download a TDS or SDS document.
Request Submission:
- On each product page, the "Download" button should be replaced with a "Request Document" button.
- When a user clicks "Request Document," they must be logged in. If not logged in, prompt them to log in or sign up.
- After login/signup, the request is submitted and stored in the admin dashboard for approval.
Admin Approval Interface:
- In the Shopify admin panel, create a section where all document download requests are listed.
- The admin can see the user details, the requested document, and any other relevant information.
- The admin should have the ability to approve or deny each request.
Email Notification & Download Link:
- If approved, an automated email should be sent to the user containing a secure link to download the requested TDS or SDS.
- If denied, the user should receive a polite email informing them that their request was not approved.
Security & Usability:
- Ensure that the download link in the email is unique to the user and expires after a certain period for security reasons.
- Maintain a user-friendly interface so users understand the new process easily.
Deliverables:
- Fully implemented request-approval-download flow on the Shopify site.
- Admin dashboard section for managing requests.
