Windows shell scripting v2

I need a windows shell script expert to write test and deliver an audit script that will collect : CPU, Hard disk, memory installed software and user login logs informations from a windows server, store it into variables and show it on the console echoing the variables in format of "variable=value , variable2=value2,...variableN=valueN"
targeted windows server versions from 2003 to 2016. deliverable shoult be .bat or .cmd no powershell, no exe.
