Power BI Setup Row Level + Page Level Security + Power Shell script to add users to Roles

I am looking for a Power BI expert who can help me set up both Row Level Security and Page Level Security for my project. Additionally, I need a Power Shell script that can add users to roles and remove users from roles.

Requirements:
- Experience in setting up Row Level Security and Page Level Security in Power BI
- Proficiency in Power Shell scripting
- Ability to create a Power Shell script that can add and remove users from roles in Power BI
- I don't want someone using reports by using URL or bookmark also.
- Experience & Prior Demo must otherwise i will not award this project
