Meraki Cloud Performance PowerShell Script

As an expanding organization, we require an experienced PowerShell script developer to monitor the Meraki Cloud network. The script should be capable of assessing performance, although the specifics are still open for interpretation.

Create a PowerShell script to monitor Meraki Cloud availability and performance. Here are the basic metrics which are need to be monitored:
Cisco: Meraki Device up/down status
Cisco: Meraki Organization License and expiry alerts in 30 days - Configure email to be sent to your email id(configurable email address)
Cisco: Meraki Uplink Status(up/down) - The device interface(MX device) should be consistently down for 10 minutes before raising the incident
Cisco: Meraki VPN Status (state change)
Cisco: Meraki firewall interface loss/latency ( threshold >10 percent)
Raise an incident in case the API endpoint is down for more then 15 minutes.
The script should create an incident in the platform X devqa environment.
The script should sent an email to your email id in case it fail for execute.
The script should proxy address to make an API call to 3rd party API endpoint
We do not have a strict timeline for completion, but we appreciate prompt delivery.

Additional points:
- The script must make use of provided resources along with the new elements developed from scratch.
- We recommend PowerShell experience, particularly with Meraki cloud monitoring scripts.
- An understanding of network systems and detecting connectivity issues is beneficial.
