Make a batch script command in order to get a windows file/folder date/time updated

A log file is recursively written in a windows 10 PC.
We see that the file date/time is not updated automatically, since a manual action is done by user (as clicking the file or opening the properties window of the containing folder...).
So we need something to update recursively the file date/time so that it will always up to date.
