Make Bash Script for Ubuntu to unrar file with condition

Hello guys
i want bash script to unrar file from multiple directory if cpu is <90%
lets say the rar is in folder "folder1" until "folder9", so it will check folder1, if cpu < 90% it will unrar the most oldest file to folder "finaldir". After unrar finished it will delete the original file.
When in the process unrar file, its continue to check other folder until "folder9", then it back to check "folder1", if there is unrar process from "folder1" it will skip "folder1". but if there is no unrar process from "folder1" and cpu < 90% it will unrar the most oldest file to folder "finaldir. and the check other folder continue
PS: to fulfill this project you can make multiple bash script, but i more prefer if it just a single bash script if possible
