Comprehensive Emacs Setup and Scripts Creation

I'm seeking an experienced developer to create a custom Emacs .init script, a Makefile, and a GitLab CI script. The focus is on automating the process for receiving a sophisticated org-mode document to generate identical HTML and PDF files to the files that I create interactively.
The successful freelancer must possess the following:
- Clear grasp of Elisp for the Emacs .init script creation.
- Solid understanding of Bash for the Makefile development.
- Proficiency in scripting for GitLab CI in YAML.
The responsibilities of the project include:
- Developing the Emacs .init script with emphasis on package installations, Emacs customizations, and org-mode configuration.
- The .init script should include configurations for Org-mode, org-cite, as well as babel packages for Python, C, and plantuml.
- Creating a Makefile and a GitLab CI script that will aid in automating the document processing.
Expertise in Emacs configurations and script creation is a must for this role. Knowledge in org-mode and other mentioned packages is highly desirable.
