Application for Windows (and Linux)

Hi Usama,
I'm looking for a coder who can create applications for both Windows and Linux (perhaps also Mac later) preferably done in .NET Core.
First of all it needs to be able to install as SYSTEM account but also able to execute as current loggedin user.
The items below should be included and I don't need a GUI just a systemtray icon as the application should run as a service.
1: Hostname
2: CPU make and model
3: RAM speed and size
4: number of harddisks
5: names and drive of volumes
6: Current loggedin user account
7: Windows or Linux version and buildnr.
8: Uptime, CPU usage every 1, 5, 15 minutes and the RAM usage same.
9: Run Powershell scripts as SYSTEM or current loggedin ser
10: store it's own GUID at install or request on install.
What is the purpose and how to collect info? I'm working on a web-API so the application can connect to that to send it's info every 2 minutes. Every 5 minutes it will request info like Powershell scripts. When it gets info that it can run a Powershell script the script is downloaded so it can start execute and respond with result (eg. error 0, exception etc).
At installation the application will use the GUID in it's filename OR request a GUID during installation.
