build out intranet from scratch

I am looking for a talented contractor to build out an intranet from scratch. The intranet should have features like document sharing, an employee directory, Employee Handbook, Lender guidelines, compliance, legal, taxes, Contact Director, Letterhead Templates, Email Templates, etc. The preferred platform for the employee intranet is SharePoint. The timeline for this project is no later than December 31st 2023. The successful contractor will be expected to deliver the project within the stipulated timeline with all desired features and functionality.
