Web Portal with Data Handling

We have a requirement for a project with a number of elements:
The first element will be to create a simple sharepoint or web based interface which creates records based upon a sql data source. Each record will have a number of variables set by the user and both admin and access priviliges will be defined by a SQL table.
The second part will be to receive a text or csv file and to parse the data and store it within the sharepoint or an sql table. This data will be parsed based on a number of schemas (probably 5), which will be defined on the original form. Each of these files will be stored against a record from element 1.
The third element will be post project and will be developed as the data comes through.
