Sharepoint customisation

We are looking for a Sharepoint implementation to:

1. Have a task list where users can update data back and forth. Some stages allow data updation only if certain documents are uploaded. These documents are tagged and labelled in the form

2. Summary the status of individual task lists into a dashboard for review
3. Allow access to the documents based on user groups linked to a particular task list
