Sharepoint Power Automate, Lists - Asset borrow system

We want to be able to load our computer assets such as Laptops and iPads into Microsoft Lists and show what other details about these assets such as serial number, asset number etc. This has already been done thanks to the template in Sharepoint.
Secondly we want a form or Power App interface to link to Microsoft Lists so that a user can request a device from this list and then once submitted it records who has borrowed the asset. We have currently a Microsoft form with the required fields but unsure how to get this working or whether a power app would be better suited.
When the user requests a device to borrow we want to allocate them a random device that has a status of available otherwise if none are available then none is shown in the list.
