Sharepoint Online & Power Automate Expert

Overview:
The purpose of this project is to track and control the editing of an online sharepoing list. The list is edited on monthly basis by 30 employees. We need to:
A- Find a way to track whom made which changes.
B- Create and control lists of acceptable entries for specific cells.
C- Find a way to automatically concatenate the entries of multiple fields into one field.
The final product is a Sharepoing list with the above capabiliteis along with a short video explaining to the user how to edit the list of acceptable entries and how to track which person made which edits.
Usage of other Microsoft technologies (i.e Power Automate) is acceptable, but not a must.
P.S:
This project must be completed using Sharepoint Online NOT Sharepoint on-premises.
