SharePoint Workflow Expert in Power Automate

I am looking for someone to create a power automate workflow.
The workflow will run when a file in a document library is modified. Here is the workflow on how we expect it to run.
Document Library path - Projects / Project Folder Name
Filename: Checklist.xlsx
We have a document library that has a Folder Called Projects in the projects folder we have many project folders (ex. /Projects/ Project 1a, Projects/ Project 2a) within the project folder (Project 1a) is an excel file named "Checklist". The checklist excel file has two columns and 9 rows, when row 2 and 3 are marked yes we want the flow to run.
We already have the flow we want to run but we are having a hard time figuring out a solution for when the file is modified.
We are open to other solutions if it can accomplish the same thing. The goal of the workflow is to for a user to update a file or checklist in the project folder that will trigger the workflow. Attached is a snip of how the excel checklist will look.
The flow must be able to manage multiple project folders with a checklist file in each one since we have multiple projects.
