SharePoint SPFx Text editor webpart with MS Graph API and UI Fabric

We need a SPFx webpart without open source code that allows users to enter text in the same way as the SharePoint OOTB webpart does e.g. with text styles predefined, ability to insert tables, links and basic formatting like bold, italics, left align, center align, bullets etc.. (same as OOTB webpart). In addition to these format options, the webpart should allow to add custom CSS classes via webpart properties, a way to see the source code, and a dropdown to select predefined styles (these styles will be provided, including the HTML and CSS to use for the styles). See PDF attached for more details. We need the webpart to be written in SPFx v.17.3, MS Graph API and UI Fabric. In your estimate, please include your cost, the execution time and relevant experience in SPFx, Graph API and UI frabric, please. Thanks!
