SharePoint Notification Automation Flow

PowerAutomate flow creation:
We need to monitor sharepoint folders for changes and/or new files, and inform the users with (at least) read permissions for this particular folder via email.
The subfolders will be created by the users themself and it should not be required to adopt the flow manually by administrators. Therefore, an easy way for the users to enable/disable notifications/monitoring of such folders would be appreciated. I was thinking about applying color tags to these folders, for example "red" means notify users.

For example, folder structure and/or notification requirements could be as followed:
Sharepoint Root Folder -> https://customerXY.sharepoint.com/sites/SharepointPage/Freigegebene%20Dokumente
Subfolder 1 "AB Name1" -> User A + User B -> notification required
Subfolder 2 "DD Name2" -> User B + User C -> notification required
Subfolder 3 "OO Name3" -> User C + User A -> no notification required
...

Notifications should only be sent based on settings on the main structure. We don't care about different notifications settings on folders within the main folders.
Color tagging was just an idea. If there are better ways to allow users to disable/enable notifications on their own, without requiring the administrator to do so, please feel free to propose.
The notifications should only include the added/changed filename. It should not highlight details about what exactly was changed. Maybe the link to the folder could be useful.

We do already have a service account to run flows and send mails.
