SharePoint-Based Vendor Documents Management Portal

I need a SharePoint based portal that will allow Vendors to register their profile in order to submit or upload documentation as requested by the organisation.
It should limit the Vendor's profile to only see and update what they have submitted or uploaded.
The organisation should be able to see everything based on the created internal profiles.
The organisation evaluation the documentation should be able to send notifications to the vendor (email notifications with link to the portal) if there's a need to correct or re-upload documentation.
Once documentation is evaluated by the organisation, it is then locked against modification by the Vendor.
