Recon Scheduler and bookings

Looking for a Sharepoint expert. We want to be able to have end users to fill recon request that can schedule and book the job out for the department. The Recon Dept. would offering 4 to 8 packages with each one having a time requirement to complete. We will to hear any idea of different solutions if sharepoint isn't our solution.
