Powershell Sharepoint

I need assistance with a powershell script to move files in Sharepoint
I have 2 folders in a single Sharepoint document library, lets call them folder A and B.
These 2 folders and their files need to be consolidated so at completion there will only be folder A.
Folder B contains some folders and files that dont exist in folder A and folder B also contains some newer files by date modified that exist in both locations.
The requirements are -
1. Move any folders that only exist in folder B to folder A (75 folders to be moved in total)
2. Move any files that only exist in folder B to folder A (320 files to be moved in total)
3. Where the same file exists in both locations move the newer data modified file from folder B to folder A (244 files to be moved in total)
All the in-scope files and folders are in any excel spreadsheet that is already filtered to show what files and folders need to be moved.
