PowerShell Script to Delete Specific File in SharePoint On-Prem

I am looking for a PowerShell script to delete a specific file. I'd like for it to be able to delete the file even if it has a Record ID. I am trying to delete a file and it is telling me that the file is a Record but it was never declared a record.

I.E. I'd like to delete the 'Test1.docx' Word document from the path below using PowerShell.
