Need a Sharepoint developer to set a a sharepoint site for my company

Want to set up sharepoint to host communities, each community will have many folders and files. Want to set up a template to start a new community with certain folders created automatically. Set up permissions for groups and users. system to delete communities with certain people get an email to approve the task. Want a backup and a way to retrieve in case someone accidently delete a community. Good access control. Want this to be a good and easy to use cloud base sharing files system.
