Migrate SharePoint 2016 Complete Site to SharePoint 2019 on-prem

We have a client who has a complete SharePoint public-facing site done in SP2016. We need to quote to migrate to SP 2019.
We will have remote access to a VM. We will install the environment inclusive of Forms Based Authentication. We will then need to migrate the entire environment over to SP 2019 in a test environment, demonstrate this and, if accepted, migrate to public-facing.
The migration can be done using the migration tools. We are looking at a 30hour consulting piece of work to make this happen.
We need someone proficient in SharePoint development and maintenance to quote for this piece of work and need to know that you have contactable references to demonstrate previous migrations undertaken.
