Looking for Sharepoint resource who can help in creating SP online client side web part

Hello! I'm looking for an experienced SharePoint resource to help me create a SharePoint Online Client Side Web Part. The web part will need to have the capability of displaying lists and libraries. I have no preference as to which development framework to use- React or Angular. Furthermore, the new web part won't need to integrate with any existing SharePoint parts.Therefore, I'm looking for a developer who is knowledgeable in SharePoint who can help me build the web part from the ground up.
