Fix Sharepoint Permissions and General Setup

Collaborating externally is imperative to my work, so i need to be able to add external users to Shaprepoint sites. Unfortunately, Sharepoint says I don't have this enabled, but my admin centre shows that this is not the case. I need someone who knows Sharepoint well to show me how to set sharing permissions properly.
