Design a root sharepoint site in office365

I am looking for a freelancer to design a root SharePoint site in Office365 for team collaboration. Although I do not have a specific design or layout in mind, I have some ideas that I would like to incorporate. The site should have links to other sites for various departments. Additionally, I would like the freelancer to have experience in SharePoint design and be able to suggest features that would be beneficial for our team collaboration needs.
