Custom homepage for Sharepoint -- 2

I want to design a homepage equal to the image enclosed and implement in the main sharepoint site (https://[mydomain].sharepoint.com/default.aspx)
Features required:
1. The expectative is get a homepage equal to the image enclosed.
2. The icons and all the draws required must be created due the only reference is the image enclosed here.
3. The text should be able to update from a sharepoint list. And each box should be able to work as hiperlink to go to a other site in a new tab. Each hiperlink also must be maintenance using a sharepoint list.
