Custom Team Template Integration on SharePoint + MS Planner question

I have a SharePoint site that I would like to apply a team template to. I have already made wsp file and uploaded to solution gallery. How do I apply the wsp file to SharePoint as next step? Also, how can external users use MS Planner on site?
