Create a new SharePoint site

I need a new SharePoint site to facilitate the tracking of department goals. The site should include the features and functionalities outlined in my requirements list. I do not need it to be maintained or updated as I do not think this will be necessary. The freelancer will be responsible for creating the new SharePoint site, taking into account the requirements provided.
