Create a concept to GPS track equipment and tools

I need help to Create a concept to GPS track equipment and tools that is used around in for example building projects etc.
The equipment itself does not have wifi or mobile network access, so we need to find a smart way to let them give their GPS position to a central.
I need help to suggest:
- Find Cheap and reliable GPS units that we can order
- find a solution how the unit can send GPS position to our central without network access. Can we for example use workers mobile network etc?
- At the end, we want the GPS positions to be shown in a portal i Sharepoint that we have.
Suggest how we can do this.
