Create Folder in SharePoint Online and set permissions

Hello,
I need a programm that creates multiple folders in SharePoint Online and sets different permissions on every folder. For the permissions only groups needs to be added.
Goal is reached if I can modify the source code so that the folders will be created in my SharePoint Online, it can be executed and the programm creates 10 folders and in every folder 2 subfolders. for each of the 10 main folders there are different roles that must be assigned.
neither a development environment nor SharePoint Online is provided for the implementation.
