Contract Managment - Sharepoint, Power App, Power Automate

I would like to be able to create an employment type contract function and enter the persons name surname, address, phone, email, hourly rate, super rate starting date and end date.
Then when this is created an email is sent to the employee's email and the employee can click on the link in the email which brings them to their contract and they can do an electronic signature. Once the employee signs it can be sent to the employer for approval and another email can be sent to the employee to download as a PDF.
There would need to be a section where the employer when creating the contract can add all the terms and conditions information in and use the dynamic variables from the fields.

Emails will need to sent to people outside the organisation so I am not 100% sure whether this can work in Office 365.
