Confluence to Modern Sharepoint Migration

Project of Confluence to SharePoint Migration.
I need to develop a tool for this. Also, need to make some customizations for similar user experience in SharePoint as the users had in Confluence. Some of the required info is below:
Tree View Menu structure for Site Pages (up to 7 levels of subfolders and files)
Create a tool for Migration from Confluence to SharePoint
The page formatting should be in modern format
The permissions should also be migrated as per Confluence
