Build me a SharePoint site for Information Security Management

I get calls from customers looking to "buy the site". At the moment I don't have anything that I can export and send to another customer. It would need to custom-built step-by-step in their tenancy.
I'm looking for someone with C#, SharePoint Online, Powerapps, Power BI etc. skills to build a SharePoint site that can be provided to customers to automatically upload to their own Azure / O365 Tenancy.
