App to launch New Email in Outlook desktop with text populated from SharePoint list

I'm looking for a skilled and experienced developer to create an app template flow for me that will launch a new email in Outlook Desktop, with text populated from a SharePoint list. The app will be triggered by a button, ask for a file reference number and get the data from the SharePoint list record that has the reference number recorded in the equivalent field, to populate the text variables in the draft email. The purpose of this app is to help me partially automate the creation of draft emails, with a low level of customization using a simple template. The app will need to have read access to a test SharePoint list in order to populate the fields in the email correctly.
The template must be delivered in an unrestricted form that we can further customise or use in other apps and must comply with all Freelancer and SharePoint security requirements.
