Sew a MOLLE style tactical pouch

In need of a lined pouch constructed of 1000 denier nylon, dark brown, with a heavy duty brass (preferably) zipper. The zipper needs to be lapped and, if possible, add velcro on the lap (to emphasize concealment of pouch access). The pouch would be, roughly, a blunted semi-ellipse, measuring 7" wide, 4 5/8" tall, and 1 1/2" thick. In my, summarily sketched drawing, you'll see the top view, and side view (leftmost) of the concept. The top view includes the pertinent dimensions of that particular shape (infer a more accurate curvature, at your discretion) the size of which, is crucial for application fitment. In the side view sketch, the begin/end of the zipper measurement, was mirrored from the top view specs, but may be adjusted as appropriate (the zippered opening does not need to be from one side to the other, completely, but it does need to be large enough to allow a men's xxl sized hand to fit in for item retrieval. For context, the purpose of this item is to serve as a wallet/insurance/registration/etc... holder, for a motorcycle. It will be placed underneath a floating seat, wherein the curved shape (of the top view sketch) will face aft, and the straight edge facing forward. In that regard, the entire top panel should also have hook and loop velcro (so as to affix to the opposite velcro which will be attached underneath the motorcycle seat.) with the lap of the zipper facing downward, so that any trapped particulate matter, occurring from road conditions, does not settle into the zipper area.
