Create a woman's Pilgram hat from scratch

Hi, My name is Christine and I live in Boynton. I am looking for someone who can create something from scratch for me. I have a 12' skeleton (yes 12' skeleton) that I'm looking to have a white Pilgrim hat made for it for Thanksgiving. I have a Santa hat that can be used as a measuring guide. If so, how much would it cost (materials & labor). If not, no worries, I will look for someone else. If this works out, I would be interested in future items for the skeleton, actually 2 skeletons. If you can't do this, than are you able to refer me to someone who can? Let me know. Thanks,
