On pag SEO for cigarettes website ORGANIC WHITE HAT

I am looking for an experienced SEO specialist to improve the on-page SEO for my cigarettes website. The website is already optimized, but I am looking for further improvement to increase website traffic.

The keywords are classic ones ; buy cheap cigarettes, buy marlboro online, buy Camel online
I don t understand because 1 product rank nr 1 in Google while other don t : type in Google "buy Seneca cigarettes3 : nr 1 .. Why ?
Dont be in a hurry because i need a full report of optimisations you intend to make and i want to release half the money when work is done and half after work is done if possible...
