I need an affordable google ads expert

I have recently set up a website for my business and I have slowly been trying to improve both my organic result searches and google ads searches.

I am struggling when it comes to ads. It feels like I am spending money but not actually appearing on google.

We have a competitor that has a small business/ website and they are always on the very top of google for ads when we search for our keywords.

We would like to be in the same position if possible but I don't know what else I can do on google ads to improve it.
