Website SEO targeting 4 countries

I am looking for an experienced SEO expert to create content for a website that targets 4 different countries. All content must be provided in English, but I am open to a combination of English and the local language of each country, depending on the situation. I have some but not all specific keyword targeting plan in mind, and I am open to suggestions. We have copywriters who can write content but need your guidance. I also require a combination of customized content targeted specifically to each country, as well as some content that can be used across all 4 countries.
