Website Off-Page SEO Backlinks Ranking in Music Software Niche

Hello, I am here on Freelancer to try to find a good quality SEO contractor. First, let me explain my experience so far. Another SEO “expert” was hired to help my site but, unfortunately, his work was very poor.
My keywords were not very difficult but he I still had no ranking for any of them (not even on page 20) after 3 months. I checked what backlinks were on Moz and saw what he had been doing. It was basically all garbage. He was simply copying random paragraphs of text from my site and posting it up all over the place (barberlife.com ! ???). Really, this is unacceptable, I doubt this approach would even work 20 years ago.
Now that ChatGPT can be used to create original unique content, there is really no excuse for this type of copy-paste approach, do you agree? Furthermore, as an SEO practitioner, you should have a network of quality sites where you can post relevant articles. You should have made contacts with people who run blogs where you can submit guest articles and improve the target website traffic, whether or not Google regards it as an asset to ranking the site. Please let me know if you agree with these SEO principles and if you have the knowledge and the skills to carry them out. I look forward to hear what you think.
