Technical SEO - Keyword not in top 50 - there is a technical problem

Our keyword "Whirlpool" is not in de top 150 of www.google.de. ( i dont need backlinks)

For solving this we have a budget of 500 - 1000 dollar

What it can be ? there is somewhere a mistaks
