Technical SEO Help - NOT Keyword research

Hello! I have a site with over 4 million pages - And I want to ensure it's optimised for SEO - Obviously a lot of the content is duplicated, but I want to ensure I'm helping the search engines crawl my site in the best way possible.
I would like help with creating an action plan for my website and one that helps me make the most of my content and ensures I can rank as highly as possible.
I need help specifically with the following:

XML sitemaps
Site architecture
URL structure
Structured data
Thin content
Duplicate content
Hreflang
Canonical tags
404 pages
301 redirects
Some more than others
But particularly the duplicate content
My site is still being built, and I'd like to get off on a good foot with Google
Every Integration page (we have over 4 million) has it's roots in the content of 2 seperate application pages. It is basically a combination of two seperate pages
