Shopify SEO Verification, Modifications, Improvement

I need to fix up titles, descriptions, metas, inject keywords, create snippet to manage page indexing/non-indexing, snippet to disable countries to shop but allowing crawling of google and other search engines. I'm sick and tired of unreliable shopify apps made and hosted in houses and villages. Looking for a strong programmer educated and hopefully currently working in a developed country with proven work experience, references (will be checked) who can make this affective for long term. I'm not asking for SEO plans.
