Search engine optimization in russian and english

I want you to do SEO for my website which is about to be finished (in 15 days roughly).

SEO must be in Russian and English.

The website is about schools in my region (Tashkent).

So google and Yandex works must be applied.

Requests such as
Which is the best school in Tashkent.
How good is [NAME OF THE SCHOOL].
or just
[NAME OF THE SCHOOL]+Tashkent
etc.
should show my website.
