Search Engine Optimization - Company Website Needs to Show Up in More Searches

We are a Weather Consulting Company that sells Historical Weather/Climate AND Forecast services to businesses and users all over the world, most notably Retail Analytics and Winter Forecasting for Agriculture.
Our company has been around for over 25 years and most of our business growth has been from old fashioned word of mouth or intense online searching from buyers that eventually find us.
I'd like for our website to be on the first page or two of results for terms like
"Yesterday's Precipitation"
"Historical Weather Data"
"Historical Rainfall Data"
"Weather Data"
"Past Weather"
"Weather Forecasting for Energy Companies"
"Weather Forecasting for Agriculture"
"Historical Weather Reports"
"Weather History"
"Weather History for Atlanta, GA"
"Weather History for ENTER ANY CITY"
and any other weather related searches from business leaders, agriculture groups, or operational managers.
I'm not sure on the words that need to be used for the searches, but can explain what current clients are using our data for and hopefully create a few key search statements that would drive traffic.
We are not looking to compete with Accuweather or The Weather Channel in graphics, flashiness, or free forecast products. We are looking to grow our business by showing up in search results when higher ups in companies search for such services or products.
I'd like for the growth to be organic as there are just too many free weather options out there for Google Ads.
An upfront cost budget is listed, but I realize this could be an ongoing deal assuming favorable results.
