SEO work to Up-rank certain search terms

There is a disparaging and false accusation against a person that is ranked #3 on a google search when you type in their name and city they live in. The claims made on the link that show up ranked #3 on a Google search are false and are intended to do harm.
The goal of the SEO optimizer would be do update this person's social media accounts, websites, and anything else, that would create search results that rank higher than these disparaging comments. We understand the comments will always be there but if they were pushed off the first page of the Google search results, that would be the goal.
Payment for this work would only occur once evidence of this disparaging comment moving down to at least the 10th search result on a Google search.
