SEO for website and some social media marketing

I'm looking for someone to do SEO work for our organization. I am basically wanting it to be at the top when Googled in our town, which is Magee, MS 39111. Please let me know what you can do and the cost to make this happen. I would also be interested in what you can do to get more activity with our social media.
