SEO for LAW HTML Site

I'm looking for an experienced SEO specialist to help improve the search engine ranking of a law HTML website. Currently, the website is not ranking on the first page of search engine results. However, I haven't been using any metadata or keywords, and I haven't set up any online tools like Google Analytics, Search Console, or Hotjar.
